Our interviews with the client personnel revealed that managers and supervisors were overly conscientious, frequently making decisions that should have been delegated, leading to a perception that management didn't want employee involvement. How subordinates delegate upwards and provided the managers and supervisors with the tools to create more involvement showed in subsequent training for the managers.
